Caroline County is strategically located in central Virginia along the Interstate 95 corridor roughly midway between the Washington, D.C. metropolitan area and Richmond. The county's 549 square miles consist of relatively level plains and gently rolling countryside, which have developed as home to both productive agriculture and resource-based industry. The interstate and primary highway and railroad network provides excellent access to eastern markets.

Caroline County is about 35 miles north of the state capital of Richmond and about 75 miles south of Washington, D.C. Norfolk and the Port of Hampton Roads are approximately 110 miles to the southeast.

Caroline County has a County Administrator and a five-member Board of Supervisors.
The county has a comprehensive plan and zoning and subdivision ordinances.
Bowling Green is the county seat. Port Royal is the only other incorporated town.
Localities in Virginia collect a 1% sales tax. They do not tax other items taxed at the State level.
Counties and cities in Virginia are separate taxing entities. Therefore, a company pays taxes to either a county or to a city.
If a company is located in a town, it pays town and county taxes except for utility taxes which are paid only to the town and the license tax which is paid only to the town unless town law permits the additional collection of a county tax.
Manufacturers pay real estate, machinery and tools, truck and automobile, utility, and sales taxes.
Nonmanufacturers pay real estate, tangible personal property, truck and automobile, utility, and sales taxes. They also may pay either a merchants' capital or a license tax.

Mary Washington Hospital, in nearby Fredericksburg, provides excellent care for Caroline County residents. This 310-bed (all private rooms) regional medical facility is equipped with the latest in medical technology and services. Among its many services include the following special care units: Fast Track Emergency Department, Maternity Center, Renal Dialysis, Oncology, Geriatrics, Pediatrics, Same-day Surgery, and Cardiac Intensive Care Unit. A 60-bed, freestanding psychiatric facility was the first to be completed on this medical campus. Hospital affiliates include the Cancer Center of Virginia, a medical mall, nursing homes, and a seniors living community. Additional medical facilities, including medical emergency facilities, are located in Richmond, including the Medical College of Virginia Hospital and several other major hospitals. Emergency medical ground and air transport service is available.
A public health center and two private clinics also operate within the county.
Six doctors and four dentists practice in the county.
Numerous nursing homes, in both the Fredericksburg and Richmond areas, provide care to the elderly.
Sixty-six Churches in Caroline County represent several major Protestant denominations. Catholic and Greek churches and Jewish synagogues are located in nearby Fredericksburg and Richmond.
The County has a public library system with three branches, all having Internet access, and a collection of over 35,000 volumes.
Local residents are served by two shopping centers, a retail district in Bowling Green, and several convenience retail and service centers throughout the county. Spotsylvania Mall, near Fredericksburg, contains over 100 stores and is the major retail center for the Fredericksburg area. An outlet mall, in southern Spotsylvania County, also offers easy access to shopping for county residents. With the Richmond area about 35 miles away, residents can take advantage of many varied shopping opportunities. The "professional shopper" will also take advantage of access to the Commonwealth's number one tourist attraction, the Potomac Mills Mall--north on Interstate 95 about 50 miles.
The close proximity of Caroline County to Fredericksburg; Washington, D.C.; and Richmond allows residents to experience a great variety of entertainment, sporting events, and cultural offerings. Mary Washington College in Fredericksburg presents regular theatrical and musical programs. Amateur theater is available locally to either participate in or simply enjoy. For those who enjoy the mountains and shorelines, Caroline County is ideally situated for a short jaunt in either direction for year-round recreation and relaxation.
The county offers an extensive public recreation program, including organized athletics and instructional programs for all ages. Eleven ball fields, six tennis courts, basketball courts, soccer fields, picnic pavilions, and an 18-hole golf course comprise some of the county's recreation facilities. Several recreation activities, such as softball leagues and major special events, are also sponsored by various service organizations. The Fredericksburg Country Club, in adjacent Spotsylvania County, has many Caroline County residents among its membership. The club features excellent golfing, tennis, swimming, and dining facilities.
The Rappahannock and Mattaponi Rivers, which border the county to the north and south, provide the setting for excellent boating and fishing. The North Anna River borders the county to the southwest. About 70,000 acres of the Fort A. P. Hill military reservation, east of Bowling Green, have been designated as a cooperative wildlife management area and offer superb hunting. Fort A. P. Hill has also become the permanent site of the National Boy Scout Jamboree.
Paramount's Kings Dominion, a major amusement/theme park, is located just outside the border of Caroline County along Interstate 95 and is a source of entertainment, excitement, and fun for all ages.
The National Park Service operates several Civil War battlefield parks in the area, including the "Stonewall" Jackson Shrine in Caroline County. The Fredericksburg area is home to a significant concentration of Colonial and Civil War attractions with scores of restored 18th and 19th century buildings which are today home to businesses and residences and offer an inviting environment for the more than half-million tourists annually.
